Press-release: Analysts of FinExpertiza have ranked Russian regions according to their revenues from traffic fines

The analytical service of FinExperiza Network conducted a study in terms of estimation of regional revenues of the Russian Federation from monetary penalties (fines) for traffic offences. In the study, the analysts used data of Rosstat, the Federal Treasury of Russia, as well as information from state official websites of Moscow and Chelyabinsk region. The purpose of the study is to develop practical recommendations for drivers planning their route inside the country so that they can assess their risks in terms of additional expenses on traffic fines when traveling through various regions of Russia.

It is known that traffic fines are fully received by federal subjects of the Russian Federation, and it stimulates regional authorities to increase amounts of fees that are collected from drivers.

In 2017, the regions of the Russian Federation received funds of nearly 70 billion rubles. FinExpertiza’s analysts ranked the Russian regions in terms of absolute values of funds received by regions, a share of traffic fines in regional revenues and an average amount of fines per resident.

The leaders in terms of such revenues are Moscow (16.6 billion rubles), Republic of Tatarstan (3 billion rubles), Moscow Region (2.88 billion rubles) and St. Petersburg (2.2 billion rubles). Fifteen regions earned more than one billion rubles of fines for violation of traffic rules.

Traffic fines in total were the lowest in Republic of Ingushetia (455 thousand rubles in total), Republic of Sakha (Yakutia) (1,438 thousand rubles) and Yaroslavl region (3,835 thousand rubles).

As for the average share of traffic fines in regional revenues, this value is equal to 0.56% in Russia. In ten regions of Russia, a share of traffic fines in their revenues exceeds 1%. Republic of Kalmykia is far ahead in terms of percentage value equal to 2.41%. The next are Kostroma region, Kurgan region and Volgograd region with values of 1.27%, 1.21% and 1.19% respectively.

Republic of Sakha (Yakutia) (0.0006%) and Republic of Ingushetia (0.0016%) are at the bottom of the list in terms of collection of fines. An amount of fines per inhabitant is of interest as well. The average amount of fines per inhabitant at the state level was 474 rubles in 2017. Republic of Kalmykia (1,396.19 rubles per person), Moscow (1,361 rubles per person), Republic of Tatarstan (783.56 rubles per person), Kurgan Region (727.12 rubles per person), Kostroma Region (709.12 rubles per person) and Republic of Altai (701.86 rubles per person) are the leaders in this regard. This list is closed with Republic of Ingushetia (98 kopecks) , Tyumen Region (1.29 rubles), Republic of Sakha (Yakutia) (1.5 rubles) and Yaroslavl Region (3.01 rubles).
