In Russia, the number of citizens who work not quite legally ranges from 13 million to 40 million people. Nobody knows the precise number of employees in this part of the economy. The business ombudsman's administration came up with a new carrot to entice citizens from the shadow employment. The promises include amnesty on unpaid taxes for past years, reduction in the cost of patents, freezing of inspections and easy access to credits.

"There are not many practical steps made towards improving the business environment for small firms. Against this background, an initiative that has come to fruition is perceived positively. There are big doubts about the real possibility of reducing the number of inspections by the control bodies. Such initiatives were repeatedly announced. However, they led to the opposite effect. The initiative as to the increase of responsibility of companies in the future also raises questions. Such measures have already proved their low efficiency many times and lead companies to go away towards the shadow economy."
